Worked with the winning proposal management team to write the full technical proposal for the USAID PROPEL Round 2 submission (award ceiling $40 Million). Specifically, Ms. Gross worked closely with the proposal manager, technical lead, cost lead, HR, Award and Management teams, consortium partners, and other proposal development contributors to write the full technical application.
Conducted a literature review of multi-sectoral work to characterize best practices to operationalize and strengthen multi-sectoral programming for children. Complete a case study highlighting evidence from at least two countries, one in Africa and one in Latin America, to illustrate effective multi-sectoral programming (to inform multiple sectors, including health, education, nutrition, and water, sanitation, and hygiene or WASH). Conducted interviews with people involved in policy and implementation to understand facilitators and hindrances to multi-sectoral programs for children. Presented findings from the literature review and case study to the Child Health Task Force members through one or more webinars. Collaborated with the Re-imagining the Package of Care for Children subgroup and school health and education team to facilitate learning on multi-sectoral approaches through the Task Force.
Supported the successful submission of concept paper and full proposal of the OVC Next Generation ($25 Million) proposal for the Northern Region of Tanzania. Participation in a series of design proposal workshops and ad-hoc technical design sessions to support the drafting of the program strategy and technical response that meets the objectives of the proposal. Drafted and edited of the concept note; and summarized the concept note content into a PowerPoint presentation to support interview with USAID. At the full proposal development stage, Ms. Gross worked collaboratively with country team members, to conceptualize and write proposal for the USAID OVC opportunity in Tanzania ensuring a successful proposal submission.
Supported the development and writing of a Youth Empowerment Skills USAID proposal ($10 Million) in Tanzania. Key roles included: participation in a series of design proposal workshops and ad-hoc technical design sessions to support the drafting of the program strategy and technical response that meets the objectives of the RFA; (2) drafting and editing of the full technical proposal; and (3) supporting the collation and editing of other supporting materials required for the bid (for example, CVs, past performance history).
Provided technical inputs and writing support for a USAID proposal being developed to support Plan International USA priorities and strategies. In preparation for the opportunity, Ms. Gross developed a literature review for an upcoming the Youth Connect proposal based in Nigeria and Burkina Faso, participated in prepositioning calls and meetings, and worked with business management and development team.
Supported FHI Solutions team with the development of the proposal to Bill and Melinda Gates Foundation for Optimizing Adherence to Nutrition Supplements in Ethiopia. Responsible for documenting talking points in meeting, consolidating comments, and writing the technical proposal. The consultant worked closely with the FHI Solutions team from inception to submission.
Developed a capacity statement highlighting our approach and examples of our policy advocacy work to share with the identified prospective donors. Analyzed the current landscape analysis for current donors, and recommended cultivation strategy and messaging on approaching five (5) donors for outreach based on our portfolio.

Supported Shelter for Life International on several emergency proposals and the USDA Food for Progress proposal. For this proposal, Ms. Gross was the lead technical writer and proposal manager for the submission of a Gambian horticulture market systems and trade enabling environment project (up to $27 Million). Ms. Gross has also supported Shelter for Life on capture planning, proposal development for other foundation and USG donors, and development of annual reports and capacity statements.
Working with Oxfam to help its Public Engagement (PE) team integrate the new Oxfam America 2020- 2030 Strategic Framework into the PE work plan. DTA interviewed up to 20 Oxfam staff; and used a survey to interview staff. As a part of this critical team, Ms. Gross reviewed the new Strategic Framework and related documents, assisted with Survey Monkey, reviewed and cleaned the transcribed files, compiled the Survey Monkey data, and produced graphs from the data. Ms. Gross also supported proposal review and administrative support as requested for other DTA clients including Red Team review of a University Research Co, LLC proposal in Burkina Faso.
Supported the Institute of Reproductive Health for six months while a critical member of the team was on long-term medical leave in program management of their African programs in Mali, Rwanda, and Democratic Republic of Congo. Worked with the IRH team to prepare for an upcoming USAID Evaluation of the USAID FAM project.
Worked with the MaliHealth team to develop malnutrition protocols and research potential Health initiatives to improve their malnutrition approaches.
Supports FVSAI on grant research and proposal development for 4 hours a month including USAID proposals, prospect research, and foundation proposals.
